“Dalian Pattern” Technological Incubation Popularized Nationwide

With diversified development pattern focusing on private investment from government-funded pattern, during the past decade, the construction of scientific and technological enterprises incubator of our city has formed the “Dalian Pattern”, and it is popularized nationwide by the Ministry of Technology and Science and other authorities.

Dalian Zhonghuida Scientific Instrument Co., Ltd. is one of enterprises which joined the Private Scientific and Technological Enterprise Pioneer Center of Dalian, the first Private Technological Incubator. In 2001, the beginning of its foundation, the company only had two employees, lacking funds as well as market shares. But they tided over difficulties in a short time with the help of the Private Scientific and Technological Enterprise Pioneer Center of Dalian.

Cui Hemin, General Manager of Dalian Zhonghuida Scientific Instrument Co., Ltd., said that the leaders of the center led us to join some specialized exhibits, and made us contact the market in a shorter time.

With the help of Private Scientific and Technological Enterprise Pioneer Center, Zhonghuida has walked up to industrialization less than three years, with an annual production of RMB 50,000,000. Today, there are 16 private incubators like Private Scientific and Technological Enterprise Pioneer Center in our city, accounting for 60% both in public and private, they adopt the pattern of private operation with the assistance of government, and are funded by private-owned enterprises, so that they can independently operate and be responsible for their own profits and losses.

Huang Qingxiang, General Manager of Dalian Private Scientific and Technological Enterprise Pioneer Center, said that because the Private incubator is characterized by flexible mechanism, flexible management and diversified investment, we could make full use of our advantages.

Wang Qinkuan, General Manager of Dalian Huatai Photoelectric Science and Technology Co., Ltd., said that the coordinated process from license approval of enterprises has developed, including enterprise registration and annual inspection, and the incubator can provide one-stop services.

At present, there are 33 city-level incubators after cognizance in the whole city, adding up to 3144 enterprises incubated, among which 945 enterprises were graduated. With ten years’ development, Science and Technology Enterprise Incubators which were funded by the government previously are gradually funded by private, and form the diversified development patter combined with investments from share holding systems and the government, and the functions of incubator take on the development patterns combining comprehensive, professional, investment and virtue types, and the incubators are named as Dalian Pattern by the Ministry of Science and Technology, that is popularized nationwide.

Zhao Rennan, Deputy Director General of Dalian Science and Technology Bureau, said that for next step, we wound promote the construction of incubators in our city in two aspects, on one hand, promoting the orientation of professional development, on the other hand, taking efforts to improve the levels of the value-added services of the incubators.
