From fully funded by the government development pattern to private investment based diversified development pattern, the City Science and Technology Business Incubator has formed a "Dalian Model" and has developed across the country over ten years.
Dalian Zhonghuida Scientific and Instrument Co.LTD who entered the City Center in early times was one of the first private technology incubators. In 2001, there were only 2 staff in Dalian Zhonghuida Scientific and Instrument Co,LTD, not only lack of funds, but also no market. However, with the help of the City Innovation Center, Dalian Zhonghuida Scientific and Instrument opened the market in a very short time.
Cui Hemin, the general manager of Dalian Zhonghuida Scientific and Instrument Co,LTD said that In some professional exhibition, the leader of the Center took us to attend the show, in order to expose to the marketing in more shorter time.
With the help of Private technology enterprises in the city center, Dalian Zhonghuida Scientific and Instrument Co,LTD embarked road of industrialization less than three years. Its annual output value became more than 50 million yuan. There were 16 private business incubators like the Center, which occupied 60% of the city. They used ‘Official to Help Run" mode, which meant invested by a private enterprise, self-financing and self-management.
Huang Qingxiang, the general manager of one private enterprise in Dalian, said that because the incubators made full use of the flexible mechanism, the function of our advantages has realized more easily.
Wang Xinkuan, the general manager of Dalian Huatai Guang Electric Co.Ltd said that the whole process of business registation has become more sample than ever, the incubator was full nanny service.
Currently, the city identified 33 municipal incubators, the number of business incubator has reached 3144, and 945 of them has graduated. After 10 years’ development, the development pattern has been from the beginning of all funded by the
Government to gradually developing into private investment as the main stock investment, the incubator function also presented comprehensive, professional and virtual characteristics.. It was summarized as ‘Dalian Mode’ Ministry of Science and
other departments and was promoted across the country.
Deputy secretary Zhao Rennan of Municipal Science and Technology said that the next step they intend to promote the city Incubator further and there were two way directions, one was to the professional direction, the other was to increase the level of incubator and the level of value-added services.
